Visit https://payments.google.com/ with your developer account.
Under Activity click the one with the title Google Play Developer Token or something like that. It should have the developer fee of $25 attached to it. Click it to open a small window beside it.
Scroll down to the bottom of this window to view your Google Transaction ID.
